Maryland Home Improvement License and Exam

License & Training

At Zitro Services we provide specialized training focused on your preparation for taking the MHIC exam. This class is not a requirement, but due to the complex content of the MHIC Exam which includes legal questions, along state rules and regulations, it is strongly suggested that anyone who intends to take the Maryland Home Improvement Exam to take preparatory classes to prevent one from failing.

Exam Details

  • The Maryland Home Improvement Contractor exam has 55 questions and a time limit of 150 minutes.
  • The State of Maryland no longer issues or accept Subcontractor’s licenses.
  • The contractor exam requires a 70% to pass.
  • Topics of exams include:
    • home improvement law;
    • door-to-door sales act;
    • labor laws;
    • safety regulations;
    • payroll taxes;
    • business and financial estimating.

This is an open book exam where you are permitted to use your book for reference.
The references may be tabbed with a permanent index tab and/or a highlighter, but NOT with pen or pencil.

License Term

The Maryland Home Improvement License is valid for 2 years.

License Documentation Requirements

General liability insurance is required in the amount of $50,000.
Applicants must provide two references who can attest to 2 years of trade experience.
Proof of assets of a total of $20,000 minimum, sponsorship of co-signer or purchase of is bond required.

Maryland Home Improvement Commission (MHIC) Information

The Maryland Home Improvement Commission licenses and regulates home improvement contractors and salesperson. Home Improvement work includes alteration, remodeling, repair or replacement of a building or part of a building used as a residence. Home improvement also includes work done on individual condominium units. Home improvement does not include work done on apartment buildings that contain four or more single family units or work done on the commonly owned areas of condominiums.
The Commission has a Guaranty Fund (The Fund) supported by licensed contractors, who pay a Guaranty Fund assessment when they obtain their Home Improvement license and each time they renew their license. This Fund compensates homeowners for actual monetary losses due to poor workmanship or failure to perform a home improvement contract. The Fund applies only to work done by licensed contractors. The maximum amount that a homeowner may recover through the Fund is the amount paid to the contractor, up to $20,000. If the total amount of all claims against a contractor equals more than $100,000, then each homeowner’s award is pro-rated based upon the total amount awarded to each claimant.
The Home Improvement Law defines "home improvement" as the addition to or alteration, conversion, improvement, modernization, remodeling, repair, or replacement of a building or part of a building that is used or designed to be used as a residence or dwelling place or a structure adjacent to that building; or an improvement to land adjacent to the building.

District of Columbia General Contractor License

The DCRA General Contractor License is valid for 2 years.

District of Columbia General Contractor License information

NAICS Description: General Contractor - means any person who, for a fee, is contracted to do construction on real property owned, controlled, or leased by another person of commercial, industrial, institutional, governmental, residential or accessory use buildings or structures. This also includes the remodeling, repair, improvement or demolition of these buildings or structures. General Contractor also includes those involved in heavy construction, land development and the construction of new buildings.

Pennsylvania Home Improvement License (PAHIC)

The Pennsylvania Home Improvement License is valid for 2 years.

Pennsylvania Home Improvement Commission (PAHIC) Information

Anyone who owns or operates a home improvement business or who offers, performs, or agrees to perform home improvements in Pennsylvania must register with the Office of Attorney General unless they are specifically exempted under Pennsylvania’s Home Improvement Consumer Protection Act (“HICPA”). Any home improvement contractors who are not registered will be prohibited from performing home improvements in Pennsylvania.
New applicants for registration will be issued a unique Pennsylvania Home Improvement Contractor number (PAHIC #). Reregistration applicants will continue to use their previously issued registration number. This number must be included in all advertisements, contracts, estimates and proposals used by the registrant in Pennsylvania.
Home improvement contractors must review HICPA and use contracts that comply with the requirements set forth in the law. Failure to comply with HICPA can lead to civil and criminal penalties; and, may result in your contract being voidable and unenforceable.

Delaware General Contractor License

Delaware Home Improvement Commission (DE HIC) Information

Licenses are issued or renewed for a one-year period, expiring on December 31st. An application for a license must be filed by the time a competitive bid is submitted on competitively bid contracts exceeding $50,000. Contractors must, within ten days of entering into a contract with a non-resident contractor, file with the Division of Revenue a statement of the total value of such contract. Failure to file such a statement may subject the contractor to a $10,000 civil penalty for each occurrence.
Any person engaging in any aspect of construction activity, as defined by Sector 23 - Construction of the current addition of the North American Industry Classification System (NAICS) code, excluding those solely engaged in subdivision and land development (Yr 2002 NAICS 2372), electrical contractors (must be licensed with the State of Delaware as an electrician), heavy utility construction in the Delaware Department of Transportation (DelDOT) right of way, and maintenance employees of state-owned facilities, are defined as contractors requiring a license.
